Yes you can but chances are you won't be real happy with it. It can bubble, sometimes the pattern shows through and it makes it very hard to get it off later. Wallpaper remover will help a lot and a wallpaper tiger will perforate the paper so it can penetrate and loosen it.
References :
dont do it..........use DIF as suggested earlier with a plastic spackle blade as a scraper and it will come right off......if you paint over it it will look bad and noticeable no matter how you do it.
References :
What I've done in the past that works well is to rip as much of the wall paper off as possible. Then use a drywall mud to skim coat over the top of the remaining wallpaper. Sand that lightly for a smooth finish, prime it and you're ready to paint.
References :
Professional Estimator/Project Manager

My family has painted over wallpaper before and it ended up bubbling. I'm not so sure it's a great idea.
References :
Have you tried using DIF to remove the paper? If not, you'll see a shadow under the new paint.
