You need not get the wallpaper off(unless it is peeling off on its own. You will need to know what type of wall paper it is so take a piece of it from somewhere and take it to a paint/wallpaper store and find out whether it is vinyl, vinyl coated, or just paper. Ask them what the next step should be in prep work prior to painting it over. BE WARY OF THOSE THAT JUST SAY PAINT IT.
Painting is 90% prep 10% actual painting.
The surface should be stable(not peeling, flaking, chalky), clean & smooth to the touch before paint is considered. Even the bumpy paint.
References :
Go to Lowes or Home Depot and buy a tool called a circular scorer. It is red and plastic. You move it around on the top of the wall paper, and it makes small scores.

Then make or buy a wallpaper solution. Spray it on the paper and wait until it is well soaked. Use an angled scraper to gently remove the wallpaper. If you use too much force, you will gouge the wall and have to repair it before painting. Remember you have to remove the printed side of the wallpaper as well as the paper backing that is under neath it.

You should lightly sand the walls, add joint compound or spackle where necessary. Let it dry and sand again to remove slight imperfections. Take a damp cloth and wipe down the dust on the wall. Prime the walls and paint.

If the paper has been on the walls for years or there are multiple layers, it can take several days to remove the paper from each room.

This is not a project for the faint of heart. It is time consuming and labor intensive. Ask a friend to help you remove the paper.

Textured paints are difficult to remove. They must be sanded off and it's a very dusty and messy job. Textured paint is not in style any more.
References :
The best way to remove all types of wall paper is to use steam. That is not the only way. You can use a spray bottle of water over the paper after it has some tiny holes pricked into the surface. Give it 2 or 3 minutes to set and loosen up one corner and pull up and out from the bottom.
As for the painting. Yes sand will add texture. If you want to see the depth of the sand. Use a slightly darker paint with the sand added for the next coat go with a lighter shade over the top.
References :
I have learned these teachniques from trial and error over 15 years in the remodeling buisness.

Get a spray bottle fill it 3/4's of the way full with really hot water, then fill it the rest of the way with vinegar. Spray it on the walls let it sit for a few minutes and then it should come right off. Worked for me and a lot less expensive then renting a steamer.
