Score the boarder with a knife or scraper, careful not to go through to the wall.
Using a sponge soak the boarder with warm water with a bit of washing up liquid in it, leave to soak for about 5/10 minutes (don’t let it dry out) and using a scraper, scrape off! References :
There is a tool made for this job that is available when you hire a wallpaper steamer you just have to ask for it. It looks a little like a paint roller and it has small spikes or blades on it . You roll it over the wallpaper – or in your case the border, and the tool perforates the paper without going deep enough to damage the gyprock. You then go over it with the wallpaper steamer. The perforations allow the steam to penetrate the paper which in turn softens the wallpaper paste so that the border will almost fall off in your hands. You just find the end and tug. If you need to, a paint scraper could be used too. References :
Very hot water with some washing up liquid in it, brush over the border, let it soak for 10 mins then do the same again, dont be tempted to scrape it off too soon, just keep soaking it. Whenever I have wallpaper to strip, I normally spend a whole morning just soaking the paper over and over, eventually it will just pull off cleanly.

Piercing the paper with the edge of a stripping knife or anything else usually damages the paintwork/plaster underneath which creates more work of filling afterwards; therefore you only do it if you need to and you only need to if the paper border is waterproof and the scoring the paper is the only way of getting water to soak behind it.
Otherwise, and usually, warm water with a sponge. Apply it, come back and apply it again until the paper peels off easily. People are always impatient with this. Let the water do the work. Take the layer of print off the border to reveal the backing – most modern papers will allow this, they say they’re ‘peelable’. Then brush some warm water and paper stripper (available from hardware stores) and allow to soak 5 minutes. The lining should simply lift off as a sheet with the aid of a scraper.
