With one, I had the same experience you're having. I know it sounds odd, but I licked the back to see if it tasted like glue & it didn't (one of the others did), so I took it back & got a new package. If you still have the receipt, I'd take it back where you bought it and see if they will return your money. It's possible that it was just a bad batch. Otherwise, the best way to put it up would be to use some wall paper paste, although that may make it harder to remove. Best of luck with the border!
